GENERAL ITEMS

9. ADOPTION OF TENTATIVE DISTRICT EDUCATIONAL FACILITIES PLAN
Description
Section 1013.35, Florida Statues, establishes a series of facility planning actions with which all Florida School Boards must comply. Planning staff and Budget staff have completed the Department of Education's on-line planning tool and have submitted the draft plan to all local governments for review of Comprehensive Plan consistency. The School Board is now asked to adopt the plan, which does comply with the financial feasibility requirement. The first section replicates the revenues and projects in the Board's recently-adopted five-year capital budget; the first year of this section constitutes the capital outlay budget as required in s. 1013.61, F.S. The Long Range Planning section reflects future facility needs that are currently unfunded based projected market growth. The reader should use caution when interpreting this document as some data elements (e.g., class size, school enrollments, total enrollments, future costs) are misleading due to the spreadsheet design. Also, the Board's adoption of this document does not compel any action past the implementation of the Capital Budget for 2018-2022, as previously adopted September 11, 2018,

10. APPROVAL TO DEDICATE TEACHER TRAINING ROOM, BLUE 220, TO CHARLES & MARGERY BARANCIK FOUNDATION
Description
As defined by Policy 8.55, we recognize the significant contribution of Charles & Margery Barancik Foundation which has donated $6,362,696 to support Sarasota County schools and teachers over the past two and a half years.  In their honor, we will dedicate the Teacher Training Room, Blue 220, with a plaque created by the Suncoast Technical College Drafting class that states "Charles & Margery Barancik Foundation. . . Thank you for building capacity in our teachers who build capacity in our children!"

AGREEMENTS/CONTRACTS

11. APPROVAL OF CONTRACT BETWEEN THE MANATEE COUNTY SCHOOL BOARD AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR A HUMAN RESOURCE SPECIALIST/TECHNOLOGY SPECIALIST
Description
As assured through the Florida Diagnostic Learning Resources System (FDLRS) grant, the contract between the Manatee County School Board and The School Board of Sarasota County, Florida provides for a position of Human Resources Specialist/Technology Specialist. The Specialist will provide assistance to the designated district in the planning and implementation of a comprehensive system of personnel development to the education of youth who are exceptional and/or have unique needs based on locally assessed needs and established state priorities. The cost of the contract is $70,572.00 and is allocated as part of the 2018-2019 FDLRS grant.

Recommendation

12. APPROVAL OF THE CONTRACT BETWEEN THE MANATEE COUNTY SCHOOL BOARD AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR A CHILD FIND SPECIALIST
Description
As assured through the Florida Diagnostic Learning Resources System (FDLRS) grant, the contract between The Manatee County School Board and The School Board of Sarasota County, Florida provides for a position of Child Find Specialist in Manatee County. The Specialist will provide assistance in the location, identification and evaluation of all children 0-22 years of age with emphasis on children 0-5 who are not being served in a public school, or who have or at risk of developing special or unique needs. The cost of this contract is $105,263.40 and is allocated as part of the 2018-19 FDLRS grant.

13. APPROVAL OF THE CONTRACT BETWEEN CHARLOTTE COUNTY PUBLIC SCHOOLS AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
As assured through the Florida Diagnostic Learning Resources System (FDLRS) grant, the contract between the Charlotte County Public Schools and The School Board of Sarasota County, Florida provides for a position of Child Find Specialist in Charlotte County. The cost of this contract is $68,446.00 and is allocated as part of the 2018-2019 FDLRS grant.

14. APPROVAL OF VEHICLE TRANSFER AGREEMENT BETWEEN THE CITY OF VENICE, FLORIDA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The City of Venice has determined it is in the City's best interests to transfer 2 vehicles to the School Board for use by the Sarasota County Schools Police Department rather than send the vehicles to public auction.

15. APPROVAL OF THE COOPERATIVE AGREEMENT BETWEEN THE RIVERVIEW HIGH SCHOOL RAMS LACROSSE BOOSTER CLUB, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The purpose of this agreement is to provide Riverview High School students/athletes with the opportunity to participate in lacrosse as a Florida High School Athletic Association sanctioned sport in full compliance with all federal, state and local laws applicable to Florida public schools, including but not limited to those laws providing a free public education and requiring equal rights to participation regardless of gender.

Recommendation
That the cooperative agreement between Riverview High School Rams Lacrosse Booster Club, Inc. and The School Board Of Sarasota County, Florida be approved.

16. APPROVAL OF AFFILIATION AGREEMENT BETWEEN SARASOTA COUNTY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FL
Description
Sarasota County owns and operates a public bus system known as Sarasota County Area Transit (SCAT) and SCAT has the objective of increasing public transportation ridership in Sarasota County. STC serving the students and the community of Sarasota County, has the objective of providing efficient and low-cost transportation options to its students and staff while decreasing congestion and parking constraints at its campus. SCAT and STC believe that if all STC students and employees are eligible to utilize all SCAT Bus Services free of charge by virtue of being a STC student or employee, the objectives of all Parties are likely to be met. 

Recommendation

17. APPROVAL OF AGREEMENT BETWEEN BIG BROTHERS BIG SISTERS OF THE SUNCOAST, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This is a long standing agreement between Big Brothers Big Sisters of the Sun Coast, Inc. and The School Board of Sarasota County, Florida, to provide one-to-one mentoring in our schools.

Suncoast Technical College ("STC") is qualified and accredited to offer the Health Science Program, has students enrolled in the Program and desires for its students to obtain a clinical experience at 741 South Beneva Road Operations, LLC d/b/a Beneva Lakes Healthcare and Rehabilitation Center ("Care Center"). The Care Center is a licensed long term care facility and desires to cooperate with STC in the furtherance of the student's education enrolled in the Health Science Program offering such clinical experience.

21. APPROVAL OF THE MARVELOUS, MIRACULOUS CIRCUS MACHINE! GRANT APPLICATION TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR BRENTWOOD ELEMENTARY SCHOOL
Description
NON-COMPETITIVE: Grant funds of $2,252 will allow fifth grade Brentwood Elementary students the opportunity to use engineering and problem solving skills to design circus machines.

NON-COMPETITIVE: Grant funds of $4,920 will allow kindergarten, third and fifth grade Emma E. Booker Elementary students the opportunity to see a play at Florida Studio Theatre and then experience writing their own plays.

24. APPROVAL OF THE OUR CRAB INQUIRY GRANT PROPOSAL TO THE SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT (SWFWMD) FOR WILKINSON ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $3,000 will allow Wilkinson Elementary students to explore habitats and wildlife in the local watershed through hands-on experiences and field trips.

25. APPROVAL OF THE ROSIE REVERE: ADDING THE "ARTS" IN "STEAM" GRANT APPLICATION TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR WILKINSON ELEMENTARY SCHOOL
Description
NON-COMPETITIVE: Grant funds of $2,660 will allow kindergarten through fourth grade Wilkinson Elementary students to see Rosie Revere: Engineer followed by science, technology, engineering, arts, and math (STEAM) activities in the school's STEAM Courtyard.

26. APPROVAL OF THE FLORIDA STUDIO THEATRE K-4 WRITE A PLAY EXPLORATION GRANT APPLICATION TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR GOCIO ELEMENTARY SCHOOL
Description
NON-COMPETITIVE: Grant funds of $5,000 will allow pre-k through third grade Gocio Elementary students to attend a performance by Florida Studio Theatre and work with them to write their own plays.

27. APPROVAL TO PURCHASE MATERIALS OR SERVICES (PER THE ATTACHED LIST) THROUGH PIGGYBACK CONTRACTING FROM VENDORS UNDER CONTRACT WITH A FEDERAL, STATE OR MUNICIPAL GOVERNMENT, OR A COOPERATIVE WITH A LEAD AGENCY THAT UTILIZED A COMPETITIVE PROCESS
Description
Piggybacking is the post-award use of a contractual document or process that allows an entity that was not contemplated in the original procurement to purchase the same supplies, equipment or services through that original document or process. The School Board of Sarasota County Policy 7.70 Purchasing and Bidding allows for this process subject to the provisions of law. The Purchasing Department has researched and reviewed the competitive solicitations that are available for these purchases and has determined that the use of the attached contracts for the purpose cited presents the best value and/or is in the best interest of the School Board. The funds for these purchases are contained in the budgets allocated to the appropriate departments and schools.

Recommendation
That the attached list of contracts for the anticipated purchases of materials and services, using the piggyback contracting process, be approved as presented.

28. APPROVAL TO AWARD BID #19-0410 FOR ROBOTIC TRAINING OPERATING KIT FOR SUNCOAST TECHNICAL COLLEGE
Description
A bid to provide 'Robotic Training Operating Kit for Suncoast Technical College' was received from one vendor on October 11, 2018. The bid of ROOTS Engineering Services was the best low bid meeting the advertised specifications. The system will be used for instruction by the Advanced Manufacturing and Productive Technology programs at STC and aligns classroom training with local job/skills demand and FLDOE frameworks. This bid is for a one-time equipment purchase and includes additional maintenance plans that will take effect after the initial first year maintenance period. The funds for these purchases are contained in the budget allocated to Suncoast Technical College.

Recommendation
That the bid of ROOTS Engineering Services for 'Robotic Training Operating Kit for Suncoast Technical College' in an amount not to exceed $71,617.00, be approved as presented.

Description
Pursuant to State Board Rules 6A-1.012, 11b Purchasing Policies, the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S., for the purchase by district school boards of educational services and any type of copyrighted materials where such material are purchased directly from the producer or publisher, the owner of the copyright, an exclusive agent within the state, a governmental agency or a recognized educational institution. The funds for these purchases are contained in the budgets allocated to the appropriate departments and schools.

CONSTRUCTION

35. APPROVAL OF CASTALDI APPLICATION FOR BUILDING 6 AT ENGLEWOOD ELEMENTARY SCHOOL
Description
Permission from the Florida Department of Education to demolish and then rebuild school facilities is a three-step process: (1) a Spot Survey for permission to renovate or replace; (2) a Castaldi application; and (3) a final Spot Survey for permission to demolish and rebuild. For the Englewood Building 6 Replacement project, which entails demolishing building 6 and replacing it with a new structure on the same building footprint, the first step was accomplished as part of the 2016 Five Year Plant Survey. The Castaldi step now involves preparation of a packet proving that it is more economical to rebuild than to renovate.

Recommendation
That the School Board approves submission of the Castaldi application to the Florida Department of Education for Building 6 at Englewood Elementary School.

36. APPROVAL OF AMENDMENT #9 TO ARCHITECT'S CONTRACT FOR THE VENICE MIDDLE SCHOOL HVAC RENOVATION AND BUILDING UPGRADES
Description
The scope of work for this amendment is to provide additional design services to insure the infrastructure is in place to now keep portables currently located on the east side of the campus active for school use. The total amount for these changes shall not exceed $8,330.00. These funds are available through the project 5573 budget.

Recommendation
That Amendment #9 to the Agreement dated March 1, 2016 with Harvard Jolly, Inc. for the Venice Middle School HVAC Renovation and Building Upgrades be approved as presented.

37. APPROVAL OF CONSTRUCTION MANAGER RANKINGS FOR THE NORTH PORT HIGH SCHOOL HVAC CHILLER REPLACEMENT PROJECT
Description
The project's scope of work shall include construction management services to resize and replace the existing air-cooled chillers, associated pumps, variable frequency drives, add and refurbish ice storage tanks. On 10/18/2018, the Professional Services Selection Committee (PSSC) met to select a construction manager for this project. The PSSC has ranked them in accordance with Board policy. The preliminary project budget is $3,500,000.00. Funds for this project are available in the capital budget account.

Recommendation
That the rankings of Construction Manager for the North Port High School HVAC Chiller Replacement project be accepted as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

Description
The Construction Services' Change Orders are summarized on the enclosure for ease of review. These change orders collectively total an increase of $58,197.01 in gross contract dollars.  $46,639.20 funded by project 5573 budget.  $11,557.81 funded by project 5604 budget.

39. APPROVAL OF AMENDMENT #8 TO ARCHITECT'S CONTRACT FOR THE VENICE MIDDLE SCHOOL HVAC RENOVATION AND BUILDING UPGRADES
Description
The scope of work for this amendment is to provide additional electrical design services for the redesign of the operational sequencing of the existing kitchen hoods. The total amount for these changes shall not exceed $3,270.00. These funds are available through the project 5573 budget.

Recommendation
That Amendment #8 to the Agreement dated March 1, 2016, with Harvard Jolly, Inc., for the Venice Middle School HVAC Renovation and Building Upgrades be approved as presented.

40. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING SEPTEMBER 30, 2018
Description
The Superintendent’s Financial Statements for the month ending September 30, 2018 does not reflect any unexpected trends for the first quarter of the 2018-2019 fiscal year. The negative trend in the General Fund will continue until approximately November when property taxes are received.

43. APPROVAL/DENIAL OF THE AMENDED DREAMERS ACADEMY CHARTER SCHOOL APPLICATION
Description

The applicant for the Dreamers Academy Charter School submitted a revised and amended application on August 14, 2018.  The District Charter Review Committee's evaluation report and the summary are attached for consideration.  Pursuant to s. 1002.33(6)(b), F.S., the School Board must by a majority vote approve or deny the application of a charter school.



Recommendation

That the amended Dreamers Academy charter school application to the School Board be approved/denied.

Description
A district committee comprised of school and district level administrators, teachers, members of the classified staff and parents developed the proposed district school calendars for the 2019-2020 and 2020-2021 school years. The proposed calendars are ready for approval.
